Dangerous Cargo Endorsement DCE - Chennai MMD.



DANGEROUS CARGO ENDORSEMENT 
 ONLINE PROCEDURE 
FOR ALL MMD 'S  INDIA -2016




2016  brought in a new system which was initially a bit chaotic as per experiences of some colleagues and friends but as of now Nov 2016 the system has been quite streamlined and will certainly bring  huge relief to our mariner community ; not to mention smiles on the faces for the extra time with family and money saved on flights/ train / hotel accommodations / transportations to and fro MMD etc.  I will try to explain the application procedure in detail so that  it will be easier o apply for DCE without much confusion .


*** FEES - 3000/- for Level I  and  4500/- for Level II  + Banking charges

*** Option is available  for receiving the application  (1) By Hand  and  (2) By post 

*** Credit / Debit card and Online Banking available for payment of fees.

*** Average time for approval  1 day as per personal experience ( All docs in order) .

*** Even if you are located in say Chennai still DCE can be applied at Mumbai MMD especially if        previous DCE was from there. For that get the company letter addressed to respective MMD and choose the MMD from the drop down menu ( Under "Application details "while filling in the application form ) .



STEP 1 -  Documentation  required . The list of documents required for DCE application is as below.

                application I have put it in here to give a clear idea as to what are the documents required 



All documents required are as per list that is seen while initially applying with the exception of COC relevant pages and Medical report ( valid) , not sure if they accept company reports . Reports with 2 year validity is also accepted . ENSURE ALL DOCS are uploaded , COC and Medicals not mentioned but people have applied without it and had to re upload as per info received .

(Modular courses- Tasco/ AFF/ AFF(R) / PSCRB(R),PST/ PSCRB/PST/PSSR/MFA/MFA refresher/PSSR refresher / Basic Fire fighting /  all these docs in one page .
For people who have PSSR/MFA refresher as part of CL-2or CL-1 revalidation course attache both sides of the certificate as part of this . )


Ideally , Get all documents scanned first as per the above list and arrange them so that uploading will be easy . Ensure to reduce the size after scanning as it takes time to load heavy files.
In addition to means of reducing size on your PC Mac users may need to use an online PDF size reducer to reduce the documents scanned with good resolution . Ensure that the docs have a decent resolution , so that it does not leave room for any ambiguity.

Proceed to your applicable section either level I or level II



Clicking on the above will take you to a section as shown below where the details are to be filled in .




Fill in all the  sections -Personal details - Address- Modular courses-  .

Continue further to the Fee details section and finally the declaration and application number generation section .

THE ABOVE DATA ONCE UPLOADED CANNOT BE EDITED .So ensure you type in the correct data . Cross check.

APPLICATION NUMBER CAN BE GENERATED AFTER ALL THE DATA HAS BEEN TYPED IN .  

FEE PAYMENT can be done after generation of application number immediately or  later after exiting from the page also . No need to worry in case you skip the payment step initially  .

COC Revalidation procedure - Kolkata MMD - 2015.






This procedure  is for Kolkata MMD  for 2015 , please check  with MMD for any changes  at a later date .The check list is same for all MMD's.



Application days:    All days  Mon to friday

Application Timing :   0930  to  1330 hrs .

Fees:   5000 INR plus 50 INR  banking charges .

Expected time of receipt of COC in hand :  Around 1730 .

Initial Preparation  prior  applying  at  MMD

1. Check list .

Get the check list from MMD or   the MMD website


2. Documents.


ALL DOCUMENTS HAVE TO BE ARRANGED IN THE ORDER MENTIONED AND CLIPPED TOGETHER ( NOT STAPLED) AND PLACED INSIDE A TRANSPARENT  PLASTIC SEALABLE COVER .

Ensure all documents as per list are present. Company letter original to be  placed in the application folder .

Refresher courses for  AFF/ FPFF ,  PSCRB/PST, PSSR & MFA  to be done for compliance with STCW 2010.  Else the COC  revalidated will be only till  DEC 2016.

Valid medical required ( within 6 months ) .

DGS profile should be  updated . It  might not be possible to update PSCRB, PST, PSSR and MFA.
do not worry as they do not check that  ( maybe because it cannot be done ; unless you are filling the DGS profile for the first time ever  . In such a case you can enter all the  latest certificate numbers and you will not face the issue of not being able to put in the new numbers in place of the old ones .)
Upload your photograph and signature on to DG profile . ( Use the Documents tab  in the web page to upload these ).

AFF refresher also  has an issue updating as it will say it requires a 4 DAY course while the current course is only 1 day  and does not get saved. ..To get around this issue , follow the steps as mentioned here   .... Enter  any 4 day period and save it , it will get saved. then go to the edit option still available for refresher AFF and edit the dates to the correct date , eg: 28.07.15  to 28.07.15 and save , it will get saved .




                                                 On the day  of application at   MMD



1. Submit the documents at the Engine section counter ; counter No 1. ( Ensure challan has been paid     and copy has to be kept inside the folder)

2. Write your name in the register for  revalidation of  CL-IV, II or I.,challan number , telephone              number, Indos number .

3. After  submission  you can go and return by 1430 hrs.

4. Any deficiency will be informed  to the candidates  by the engine section . In case of any                     deficiency  names are announced.

5. Once they have  checked and confirmed the applications are all in order , the candidates are called     in once more to the engine section , where we have to paste a photograph( 3.5 x 3.5)  in the                 revalidation section  page of our COC and make our signature in  presence of the office staff.

6. Then we are asked to wait outside while  they COC is signed by the surveyor.

7  By around 1730 hrs   final announcements are  made and COC is issued to the candidates.

MEO Orals -INDIA

MEO Orals is basically   an interview  by the surveyor ,checking if  we  are competent 
enough to  handle the responsibility  of the position we are appearing for .

It is not purely a technical Q&A session , a mix of correct answers, proper body language etc is important to give the surveyor the  right impression  , ie we are confident , and  will be able to handle our new responsibilities . Keep this in mind while preparation  for exams and not just studies only( which of course is  of the greatest  importance) . 

Appearance -  Dress clean and smart.  Try to male sure you don't wear anything funky or too snazzy  while appearing , beards, the long hair , the stud in the ear , they all can be back in just a few  minutes or months after the orals are over with ,  take an  effort  for the  D day - it is one of the most important exams we appear for in our lives  -It will be worth it.

Meditating ( just keeping ourselves away from the madding crowd and relaxing is good enough )  will help in soothing those nerves before going in  . Being calm and collected will help in delivering the  best we can within that short span of time we spend before the surveyors which decides our future . Remember the n number of Decarbs, overhauls , problems solved onboard all these are our achievements which the surveyor has no clue about and ALL decision regarding our competence is taken purely based on our performance in those 45 odd minutes or so . 

Talk clearly and concisely and in case  any question was not clearly heard  or understood ,  request the examiner to repeat the question once more - they do not hold it against us .
 I have come across a good number of people who do not  request the surveyor to repeat a question even if they did not hear it properly or could not understand ,  that is a stupid way to fail  - without  even hearing the questions properly , you may know them for all that matters  !!

Most of the surveyors look for the key words and  understanding of the subject - RATTA maroing  is not required  . Some important  dates,  Reg numbers etc do need to be rattoed .. not way around that , unfortunately. Except for very few Surveyors ( the names are quite infamous)  99% of them are not there to fail us, neither are they there to help us pass . They will ask questions and be very careful while answering as any unnecessary or hifi terminologies are inserted to look cool , that will end up giving them a link to another question. Answer to the question do not beat around the bush , at the same time take time to think and answer do not say I do not know to all the questions.

Just go in confident that is the best thing we can do for ourselves. Try and avoid those people who come in to the waiting hall and start asking questions left right and centre and  we might not know many of those questions and that would result in a major loss of confidence just before facing the surveyors, w do not want that !!!  Be calm , be confident , trust your preparation , Smile,

M E O theory examinations .

MEO exams - INDIA 

One of the  most difficult stage  in a seafaring career for most of us  are  our  MEO CL-IV, CL-II & CL-1 examinations  . A total of 13 theory papers , and 13 oral examinations  spread over a period of time ( a  decade for most people ) is one tortuous journey  and it does manage to frustrate the hell out of many of us .  Thanks god  as it has been a journey that is  almost near completion for me  and just awaiting the  final step .  Looking back at the written and  orals and the stress me, my friends etc have gone through is nothing short of nerve wracking at times . Having to stay  ashore for  completion of exams and getting hold of our higher licenses  , most times applying for COC  and rushing back to sea thanks to a  dangerously depleted bank account  .
Just a few  observations wrt to the exams I have  made  over the course of my exam career .:)  ,  I  can quite confidently say they have worked for me   - Cleared all theory papers in  my first attempt itself , no splitting of papers etc, all papers were given together in the first attempt itself.
 I am  just mentioning some Really basic stuff which helped me a lot in addition to the studies  to help me clear my exams.These points are mentioned in any forum where  exams are discussed . These apply  mostly to class 2 and 1 exams as class 4 exams have  changed from what it used to be earlier on .

Attempt all the 6 questions  as required :  Many people say  that  the answers should be in the  numerical order ,  I can confidently  say that is not the case . Write the answers you know best right at the beginning , it helps us with the flow  in writing and thought  process and will be of  immense help when dealing with  answers we are not so  well prepared ( if that situation arises ) . Do not leave any question unattended  , even if you know a part of the answer  it might bring in some marks . REMEMBER,   this is not an exam where marks are published - only pass or fail is what matters.

Timing - Do not waste  too much time  on any answer .Even if we know an answer completely and it  will take 40 plus minutes and run in to 5 or 6 pages probably not a good idea . There wont be sufficient time at the end for writing 6 answers , any less than the required number of questions attempted ; we can  go ahead and start preparing for the next attempt.Write and practice while  studying as we unlike in our previous college or school days are not used to  writing  pages upon pages and that too at a quick pace on a regular  basis  and this will be felt  while writing the exam. So make  written notes as it will help with the writing practice and the hand will not tire when we write the real exam.

Headings / Underlining- Underline all important  technical terms in an answer , do not over do it as titwill loose its  objective.Headings  for different sub sections in an answer . This will help the examiner in identifying key words even if we do not have a handwriting that will win us  prizes . It also shows we know the terms .

Figures -  In an answer use figures to explain , they need not be text book figures ( unless that is  non negotiable in case of a particular answer ) , make own figures and explain . It HELPS A LOT . try using a ruler and pencil while making figures , its worth the effort .

Spacing - Spacing between answers -  as per question paper start the next question on a fresh page. in case that was not done still  it is excused if sufficient  spacing is given.  Spacing between imprtant points in an answer will make reading it easier for the valuer .

Pages- A few extra sheets always helps. :).

Handwriting- At least  in the beginning be at our best selves. They  don't say" first impression is the best impression " for nothing !

Once the exams are over  and we have done our bit, stop fretting about the result ,Think positive , rather don't think at all till the results are gona be announced ;unless we are  sure that  we wont pass (  wrote less no of qstns , incorrect answers etc).

Even if a few questions seem tough or new and  was not prepared well , don't lose  hope inside the  hall,  tackle the questions we know best and let the answers flow.Once we settle in we will most probably be able to remember something about the answers of those questions  and  attempt them , make sure all the 6 questions are answered .

Phone / Internet options - My experiences.

I have thought many a times to note down how we  procure  phone cards , Internet connection dongles at various ports we visit   and also local taxi info from  our point of view,( as we often have very little time to spend ashore before we are required to be back on board to relieve another  watch keeper or to attend to  some work waiting for us . )
So I decided to start off and note down some of these information for my own future reference , it would be great if it turns out to be helpful for anyone else who may happen to read this .Any additional info is always welcome !!
These were a  few ports I went to during my last sail .

Gladstone - RTM terminal -
It is a bit off from the main areas and the travel to the seamans club will cost around 70 A$ on a good day , a bad day is when the  bridge connecting the terminal  and the  main land is  closed off for maintenance which happens quite regularly as per  local taxi drivers.( this can be known in advance by calling up the local seamans centre. )
Phone cards:  Optus , Go talk and Telstra
Optus is the best option among the three as it works well for data usage also .
Go talk is good  for phone calls .
Telstra is a bit expensive  1 gb - 30 usd ,,4gb for 80 usd .
(Telstra  activation will require  a user account to registered and at that time the purpose for which the card is to be used for ( mobile  or tablet or dongle )  can be chosen. Recharge can be easily done using this account .No need to wait for agent or some one to bring top up cards on board .

Weipa -  

This port has very little facilities available as the entire port and town is built around the RTM mining operation there .Taxi's are available once you get out of the port and they are normally those 8 to 10 seater types .(It costs around 25 AUD if I remember correctly ).There are some stores in the city centre and general shopping can be done . Entering the water is Prohibited as it is crocodile infested .
Phone card:  Telstra is the only connection that works in weipa . So no other options there .
